The National Education Transport of South Africa (NETSA) is a not-for-profit organisation envisioned as a pioneering national centre of excellence, dedicated to professionalising, capacitating, and transforming the learner transport sector. LTISA is positioned to directly address systemic challenges that have long hindered the sector's development and effectiveness.

Founded by Keneilwe Letselela, a veteran researcher and learner transport safety campaigner, NETSA works in close partnership with the South African National Small Bus Operators Council (SANSBOC), the recognised representative of emerging bus operators by the National Department of Transport.
